URBAN CONSTRUCTION AND MAINTENANCE SUPERVISOR (Re-advertised)

The position:  The successful applicant will be responsible for organising, planning, supervising, coordinating and monitoring the activities of day labour teams, contractors and subcontractors undertaking works in parks, gardens and sporting fields, playgrounds, town streets, car parks, urban drainage systems and cemeteries in Cobar and the Shire's villages, as well as maintenance of footpaths, street trees and street furniture. 
Essential:  Class C licence, OHS White Card, effective oral and written communication skills, basic/intermediate computer skills, ability to liaise tactfully with staff, public and statutory bodies, broad experience in the areas of construction and maintenance, demonstrated ability and experience in the supervision of staff, demonstrated ability and experience in scheduling works to meet time and cost targets, knowledge of and commitment to implement Equal Employment Opportunity principles and Occupational Health and Safety practices, abiliity to read levels and carry out setting out of works, knowledge of relevant awards and industrial agreements, extensive relevant work experience in the application of skills in the most complex areas of the job.
Desirable:  Class HR licence, ability to comprehend engineering plans and specifications, knowledge of traffic control procedures for the safe conduct of traffic through works, knowledge of grave-digging procedures and cemetery management, knowledge of procedures associated with playground equipment installation, maintenance and inspections, qualifications in the application and use of chemicals, knowledge of road construction plant and equipment, knowledge of the handling and performance characteristics of road making materials, an understanding of the road making materials testing procedures and experience in rural gravel and sealed road maintenance and rehabilitation works, experience in supervision of Contract Works, advanced certificate of trade or associate diploma combined with extensive relevant work experience in the application of skills in the most complex areas of the job.
Remuneration:  $60,200 - $69,700 per annum (including superannuation) plus allowances depending on skills and experience in accordance with the NSW Local Government (State) Award 2007.

WORKS MANAGER (Re-advertised)

The position:  The successful applicant will manage the works operations within Council's Engineering Department, specifically regional and local roads, bridges and traffic facilities, parks, gardens and sporting fields, town streets, footpaths, street trees, urban drainage systems and street furniture, Cobar and village cemeteries.  The incumbent will also plan, estimate, organise, supervise, cost control and manage Council's roads, parks and gardens and the town facilities within Cobar.
Essential:  Class C licence, Degree in Civil Engineering plus minimum of three years experience or Diploma qualifications or qualification suitable for acceptance as Member of the Institution of Engineers (Australia), commitment to OH&S and EEO, leadership skills, ability to research and prepare detailed reports and correspondence, ability to investigate, apply knowledge, problem solve and make decisions, ability to set and achieve goals within time constraints, ability to manage road construction and maintenance projects, knowledge and experience in contract management, organisational and time management skills, communication skills and ability to manage project costs, and control & develop budgets for projects.
Desirable:  Post graduate qualifications in Management or other relevant discipline, experience in preparation of tender documentation, experience in quality assurance in construction industry, understanding of OH&S and environmental management on construction works, knowledge of Local Government Act 1993 and other relevant legislation.

ENGINEERING TECHNICAL OFFICER  (Re-advertised)

The position:  The successful applicant's duties will include the drafting of engineering plans using GIS, CivilCad and Autocad software, carrying out survey works, overseeing council's tree removal and replacement program, integrating the planning, cost control and supervision of the Swimming Pool and Airport, preparing management plans, risk management plans, policies and procedures relevant to the Engineering Department.
Essential:  Class C licence, Degree/Diploma in a relevant discipline or extensive relevant experience, commitment to OH&S and EEO, effective oral & written communication skills, ability to use CivilCad and other programs, ability to manage contracts, ability to use Total Station and GPS, ability to plan & organise works to meet time and cost targets, ability to set and achieve targets and work as a member of a team, and a commitment to excellent customer serivce.
Desirable:  OHS Construction Induction (white card) Certificate, Airport Reporting Officers certificate, competent in MapInfo, knowledge of Australian Standards and relevant legislation, experience in preparation and implementation of management plans, work schedules and works programs, ability to plan and evaluate work teams, to cost and monitor expenditure, to solve problems of a non-routine nature and to source approved grant funding, basic knowledge of Council's financial procedures, ability to report to management on cost of individual works, provide input into estimates and a commitment to continuous improvement in service delivery.

TRAINEE CIVIL ENGINEERING TECHNICIAN

The position:  Council is offering an opportunity for a traineeship in civil engineering for a school leaver, or someone who left school in the past year or two, who wishes to work locally, be trained and receive a qualification in a technical discipline.  Support will be provided in all aspects of infrastructural (local government) engineering activities and civil contracting work.
Skills and capabilities:  Higher School Certificate preferred with Band 4 Mathematics and Physics, commitment to study and attendance at block courses, excellent practical skills, interested team player, keen Cobar Shire resident, willing to learn and gain experience.
