In many cases, yes. However, transportable, manufactured, modular and flat-pack homes are generally not exempt from planning or building approval requirements simply because they are built off-site.
The approval pathway depends on the type of home and where it will be located. Some prefabricated homes are assessed in a similar way to a conventional dwelling, while others may require approvals under the Local Government Act 1993.

Living in a caravan on vacant land while building a house is not automatically permitted in NSW.
While some exemptions exist for caravans on land that already contains a dwelling house, living in a caravan on vacant land during construction will generally require approval and may be subject to conditions relating to water supply, toilet facilities, wastewater disposal and waste management.
